The project of peaceful European unification has been a dream of hundreds of intellectuals from Beethoven and Immanuel Kant to Victor Hugo. After the destruction and horrors of the Second World War the same idea found its way also to the political circles and the project of European unification began to take concrete shape. However, the failures to ratify the European Constitution in France and the Netherlands in 2005 suggest that the people of Europe do not feel a sense of ownership over unification process. But can the public ever be in charge for the unification of a Continent divided by barriers of language, culture, history and economic competition? In short: can a democratic Europe ever exist?
